A local law enforcement information sharing program which provides forward-looking information services to law enforcement agencies and their partners in public safety in 34 US States.
eLabs' Strategic Design & Development Role
Through its US activities as a member of the Pegasus Technology Consortium, eLabs designed and developed the information sharing system used for this significant information sharing system. System design was based on a needs assessment study conducted by law enforcement subject matter experts with extensive interviews of participating law enforcement agencies. An eLabs team worked with law enforcement experts and business partners to develop the System Requirements Statement, an iterative process which fleshed out policy requirements and technology solutions not initially envisioned in the needs assessment study. eLabs then developed an innovative, user-friendly front-end application supported by a powerful back-office provisioning and billing system.
Strategic Differentiation through Technology Innovations
eLabs was integrally involved in the design and development of the System, a process which created strategic assets and forward-looking but evolutionary technology applications to achieve 80% of the benefits for 20% of the costs. For example, the use of biometrics for access authentication and internal applications not initially identified as a system requirement emerged as a key system requirement and strategic differentiator
as a result of eLabs' integral involvement in the System Requirements Statement.
Similarly, eLabs identified the strategic value of directory and highly-secure alert and notification services for inclusion in the System Requirements Statement;
functionalities that law enforcement personnel did not realize was available. An eLabs team, composed of technology professionals, then developed and implemented the System Requirements in consultation with Program administration personnel and law enforcement users.
Follow-through Execution of the Strategic Plan
Through U.S. activities, eLabs has provided on-going operational support and enhancements to the Program, respecting other system requirements such as data security, backup and location.
By being involved from system conception through operation and enhancement, eLabs has played a key role in migrating to new functionalities by capitalizing on and optimizing existing system functions and capabilities.
